Hawaii Army Family Action Plan
The
HAFAP is the US Army, Hawaii’s component of the Army Family
Action Plan (AFAP), a program that directly impacts the
well-being of soldiers and Army families. Issues of concern are
solicited directly from community members, provided to leaders,
and worked toward resolution.
The AFAP and our "feed" into it, the HAFAP, is unique among the
military services. Approximately fifty percent of AFAP issues
are applicable across the Department of Defense. It is a
powerful tool, giving Soldiers and families a voice, and
leader’s real-time information. To date, AFAP results include 97
changes to legislation, 140 Army and OSD policies, and more than
157 programs and services initiated or improved.
The AFAP operates at every level, with annual forums of some
type held at installations, MACOMs, and HQDA. Soldier and family
participation is the backbone of the program. It is the input
that these community-minded individuals make, based on their
experience and knowledge that leads to the new programs,
improved services, and policy and legislative changes that make
a real difference in the Army’s well-being. Leaders believe in
AFAP – it gives them real-time information on satisfaction,
concerns and problems. This program also contributes to
readiness and retention because soldiers and families actively
participate in the planning of the well-being of the Army. This

The
AFAP process clearly defines a framework for fixing things. The
establishment of a committee at the Garrison level of
administration is recommended by DA and can be a significant
ingredient in a systems approach to managing the dialogue within
the community that centers on the discussion of quality of life
issues and leads to their resolution. The Garrison Commander’s
Steering Committee meets at least quarterly to monitor and
consolidate issues that are raised in arenas other than the
annual symposium. Staff agencies must report on the status of
those issues in their arena at these meetings. They are also are
encouraged to provide interim reports and information on the
status of issues by using all means of publicity and
communication in the community. Issues entered into the HAFAP
are not deemed complete until the Garrison Commander determines
that an action plan is fully in place to resolve every
recommendation brought forward by the delegates.
